The "File was Created" and "File was Removed" rules were visible in the Windows console, but not in the web console.

The reason for this is that the web console includes extra logic to only show rules for agents that have been deployed, whereas the Windows console just shows all rules. In this case, the "File was Created" and "File was Removed" rules are directory monitoring rules and the directory monitoring agent had not been deployed.

When the agent was deployed, the rules also appeared in the web console.
